Tortoise 

won

Not because

he was

“slow and steady”

but because

He was  

“not rash but steady”.

1.Slow and steady can’t win world's race
He won't be able to reach his destination in time. 

2.Rash and unsteady , can’t win the world's race.

He won’t be able to reach his destination because he would meet an accident due to his rashness.

“Fast and steady can win race.”

Steadiness is a gradual, rhythmical , sustained ,effort to achieve anything.

Slow is just opposite of fast.

 If one is fast , he is bound to be slow

(Rabbit was first fast and then became slow. And finally slept.)

Tortoise was not slow. He was steady and fast in his own way,

And hence

'won the race"
